The problem is this file. It is not used by cmake correctly.
Source/BANDIT/BANDIT_BLOCK_DATA.f90
Its name needs to be changed to BANDIT_BLOCK_DATA.fi which is a Fortran include file. When I wrote the CMakeLists.txt, I don't know it is a Fortran include file.
and better move it into Source/INCLUDE
Then in Source/Modules/BANDIT/BANDIT_MODULE.f, add a line at the front to include this new fi file.
